Client Background

 

Steel Cement Ltd, a subsidiary of Independent Cement and Lime, contracted ComplyNow Consulting to develop a comprehensive yet practical safety and environmental management system for a major construction project. The $60 million Slag Grinding Facility in Yarraville, Victoria, will be a state-of-the-art mill that will increase the company’s capacity and help meet increased demand.

 

Challenge

 

The construction project involves three key elements – a UBE Vertical Roller Mill, storage space for the finished product, and an additional horizontal storage and reclaim system.

 

ComplyNow Consulting was brought on board to manage all safety provisions, and assist in meeting the necessary compliance requirements needed to secure works approvals from government bodies. Drawing on well-developed stakeholder relationships, we liaised with the Port of Melbourne, CSR Gyprock, Port of Melbourne, Sugar Australia and the EPA to develop and implement the Site Construction Safety Management Plan, Construction Environmental Management Plan and all associated documentation for the project team.

 

 

Solution

 

We referenced an exhaustive list of legislative and regulatory requirements – inkling the OHS Act 2004 and Regulations 2007, Worksafe Victoria Compliance Codes/Codes of Practice, Environmental Protection Act, Dangerous Goods Act 1985, Electrical Safety Act 1998 and Regulations 2009, and Accident Compensation Act 1985.

Once we submitted the safety management and environmental management plans, the client asked us to take on the role of OHS Manager for the project. Responsible for enabling and ensuring compliance, we worked collaboratively with staff and subcontractors to secure their support for implementing the new plans and embedding key elements in their daily workflow, performance management plans and team KPIs. We provided additional training and support, worked onsite to earn their trust and respect, attended toolbox and prestart meetings, conducted regular safety inspections and audited the ongoing application and implementation of each plan.

 

Result

 

As a direct result of our involvement, the Steel Cement Ltd.’s new grinding facility construction project secured the relevant council approvals, fostered a positive and productive safety culture onsite, and significantly minimised potential risks.
